Print Publications, Sound, Image and CD-ROM Recordings to be Submitted as Legal Deposit Copies

According to the law on collecting and conserving cultural materials, applicable materials are print publications and recordings made in Finland, and equivalent materials manufactured abroad and intended for distribution in Finland.

Instructions regarding online material

Six copies of each to be submitted of the following print publications:

  • Books
  • Magazines, company newsletters, advertising magazines, membership bulletins etc.
  • Serial publications, year books
  • Maps and printed music
  • Official reviews, reports and public memos issued by officials and organisations.

Two copies of each to be submitted of ephemera:

The ephemera or small publications specified in the act are advertisements, brochures and catalogues, and similar print publications. In practice this includes time schedules, care instructions, programme notes, calendars, directives, posters, postcards and similar material related to the activities of the government, companies, societies and other organisations. Most of these are small in size, but the category also includes large publications and products with many pages, such as phone books and posters.

Ephemera include

  • Advertisements, brochures, price lists, catalogues, instruction manuals
  • Instructions, programme notes, guides, chain letters, contracts, election advertisements produced by public or other organisations
  • Materials printed for meetings, performances, exhibitions, competitions and other events, such as programmes, invitations and brochures
  • Calendars and date books
  • Directories, including service directories, phone and membership directories, result lists
  • Posters, postcards, art reproductions, book plates, scrap pictures, colouring and activity books, paper dolls, games
The instructions are elaborated in the decree complementing the act.

One copy to be submitted of each:

  • Newpapers that are published at least once a week
  • Audiovisual material: music and speech recordings, slides and transparencies, microfilm
  • Multimedia: works made up of several different publication and recording types, such as teaching material packages
  • CD-ROM recordings

Materials exempt from the statutory deposit:

  • Reprints of print publications and recordings that do not change the original
  • Material with little information or pictorial content. This includes business cards, forms and packing materials.
  • Printed clothing and objects
  • Material intended for internal use in companies, including working group memos, plans and reviews. This material must be deposited if it is published as a printed publication or is part of a publication series.
  • Products in Braille
  • Original prints of graphic art
  • Products created by non-Finnish publishers intended for distribution abroad
