Why do we have to pay to search for material for an interlibrary loan?

The free access is based on technical configurations that may not work with a separate ILL system (e.g., NetPunkt). However, you can avoid unnecessary costs if you first do a separate search using the Z39.50 connection. If the relevant material is found, then you can use the ILL system to place your request. The costs of the interlibrary loan service is not covered by the agreement.
