The National Library provides services for all Finnish libraries: university libraries, libraries of universities of applied sciences (polytechnics) and public libraries. Special libraries are involved by agreement.

All the library sectors contribute to the development of the National Library Network Services and act together to ensure the future of these services. Each sector has their own council for cooperation. In the joint meetings between the National Library and the library network, the library sectors are represented by the chairs of the councils.
